Paul Binney: Chief Executive

Appointed to the role of Chief Executive in September 2010, Paul Binney has previously been NorthTec’s Deputy Chief Executive and Chief Financial Officer. He joined NorthTec in 2003 bringing with him extensive business acumen from several senior roles in management, finance and corporate services. Mr. Binney moved to New Zealand from the United Kingdom in 1992 after a 20-year career in the financial sector. Prior to joining NorthTec he was a management consultant for five years and prior to that, he was the Group Manager Corporate Services for the Hawkes Bay Regional Council. Mr. Binney has also worked as Group Manager, Corporate Finance for the Department of Social Welfare. He is a member of the Institute of Chartered Accountants of New Zealand (CA), and the Institute of Chartered Accountants in England & Wales (ACA). He holds a BSc (Econ) Hons from the University of Leicester in England. 


Andrew Britton: Director – Corporate Services 

A former partner at PricewaterhouseCoopers (PWC), Andrew Britton, is a Chartered Accountant and Auditor with considerable experience in financial matters and the understanding of good systems of internal controls. His experience includes the facilitation of the development of Risk Management measures, protocols and risk matrices within PWC, and for many clients across a broad range of industries in New Zealand and overseas. As a partner at PWC Mr. Britton designed, developed and delivered numerous training programmes for technical, personal development and leadership development. In conjunction with Dr. Sven Hansen of the Resilience Institute he was extensively involved in developing the workplace coaching culture of PWC and creating coaching courses as part of the new development curriculum. Mr. Britton led the New Zealand firm’s team for Value Reporting, a PWC Global initiative which, through extensive research, identified the intangible assets and indicators which measure and account for actual Value in any business. A quantum leap from the Triple Bottom Line approach, Value Reporting addresses the gaps between the current financial reporting model and the needs by Stakeholders for more information on the non-financial drivers of value. He holds the following qualifications:

David Harrop: Director - Organisational Development

David Harrop and his family migrated to Whangarei in 2008 from the United Kingdom and joined NorthTec as a Senior Human Resources Advisor prior to his appointment as Director, Organisational Development in 2011. He has previously worked in a number of diverse roles in the Financial Services sector, including a four year period as a Management Development Tutor and Consultant, before focusing on a career in Training and Human Resources Management. Mr. Harrop is a professional member of the Human Resources Institute of New Zealand.
 

 


Phil Giles: Business Director – Health and Environment

A second-chance learner from South Auckland, Phil Giles, epitomises the importance of education which is reflected in the values of NorthTec. Mr. Giles left school at the end of the fifth form (year 11) to work for Telecom. After spending four years with the company he returned to secondary studies as an adult student. His ambition was to gain university entrance so that he could pursue a career as a teacher. Mr. Giles spent a year at Aorere College, Auckland and then went on to University and Teachers college. Following his graduation he took up a position at Mt Albert Grammar School as a Physical Education and Outdoor Education teacher. From secondary teaching he moved into Fitness Centre Management and Outdoor Pursuits instruction. Mr. Giles joined NorthTec in 1990 and has worked as a tutor, senior tutor, Programme leader, Programme manager and more recently, as the Northern Regional Manager. He is a very experienced academic teaching manager with an exceptional understanding of the financial and business levers which drive overall performance and profitability of programmes. His role covers the Nursing and Massage, Sport and Recreation, Environmental, Forestry and Road Transport and Primary Industries – Horticulture and Agriculture areas.
 


Dr Mark Ewen: Business Director – Commerce and Trades

Dr Mark Ewen grew up in Lyttelton, New Zealand. After leaving school he had a number of short-term jobs including farmhand, making electric fences, hot-mixing roads and a stint in the Navy. Following these Mark studied at undergraduate level at the University of Canterbury, then spent 5 years in Australia completing a Masters with Honours at Griffith University while teaching at Bond University and working in the private sector. He then moved to the United Kingdom where he spent the next 10 years. He worked for the Department of Environment, Transport and the Regions and then in the private sector. During this time he was awarded a PhD scholarship.

Mark’s PhD thesis examined sustainable development in the Himalayas. He lectured in aspects of tourism management in the Business School at the University of Hertfordshire, and subsequently became Head of the Tourism, Hospitality and Events Management area at the university. During this time he presented research to conferences of the United Nations World Tourism Organisation, the Royal Geographical Society, and the World Cultural Tourism Association amongst others. He also commenced a Master of Teaching and Learning in Higher Education.

Mark has studied and taught at tertiary education level and worked in the private sector in, Australia, the United Kingdom, and New Zealand. He has the following qualifications:

  • Bachelor of Education

  • Postgraduate Certificate in Teaching English as a Second Language

  • Master of Environmental Education (Hons.)

  • Master of Teaching and Learning in Higher Education

  • PhD in Sustainable Development


Khalid Bakhshov: Business Director – Creative Industries and Humanities

A professional member of the British Psychological Society, fellow of the Institute of Learning and a member of the Chartered Institute of Managers, Khalid Bakhshov came to NorthTec from London. Mr. Bakhshov has extensive experience in managing the delivery of programmes to diverse cultural and ethnic groups, and enhancing participation and achievement levels for young people who have traditionally been excluded from the tertiary education sector. From 2005 to 2009 he was Programme Manager at London’s Tower Hamlets College where he was responsible for the delivery of ESOL, Literacy and Numeracy programmes at three main centres and 40 outreach sites for the college. He holds the following qualifications:

  • MSc Organisational and Occupational Psychology

  • Diploma in Management Studies

  • Master of Arts in TESOL

  • Bachelor of Science (Hons.) in Psychology

  • PGCE (Post Graduate Certificate in Education for the Post Compulsory Education Sector)


Hohepa RudolPH, Kaumatua

Respected elder and Tai Tokerau identity Hohepa Rudolph was appointed NorthTec Kaumatua in 2008 following a selection process conducted by a panel of Māori community and NorthTec representatives. Mr. Rudolph’s Iwi affiliations are with Te Uri O Tai and Te Rarawa of Pawarenga, and to Ngati Pakahi and Ngati Kahu of Whangaroa. He is a renowned community leader who also sits on the seat of elders at Whangarei’s Te Terenga Paraoa marae. He is recognised and acknowledged in Whangarei and throughout the North through his work and involvement in many sections of the wider community.
